The EU €2 handling fee: in force since 1 November 2026
Since Sunday 1 November 2026 (set in the EU Official Journal) the EU charges a €2 "Union handling fee" on goods sold online to EU consumers from outside the EU. It comes on top of the €3 duty that started in July, and unlike the €3, it applies at any parcel value.

Work out what my EU parcel paysHow it's counted
- €2 per item, not per parcel. According to summaries of the Commission's delegated regulation, an "item" is the goods in one parcel that share a tariff code (HS subheading) and country of origin. That's the same grouping as the €3 duty.
- Any value. Parcels over €150 don't pay the €3, but they still pay the €2 fee for each item.
- Who it's charged to: it's collected through the customs declaration, so in practice your carrier or marketplace passes it on, either to you on a prepaid (DDP) label or to your buyer at delivery. Ask yours how they'll bill it.
- VAT on top? Sources disagree. Some VAT advisers say import VAT is charged on the fee, and others say it isn't. Check with your carrier or IOSS intermediary.
Worked examples (parcels under €150)
- One mug: €3 duty + €2 fee = €5.
- Three identical T-shirts: one product type, so €3 + €2 = €5, about €1.67 per shirt.
- A T-shirt and a mug: two product types, so €6 + €4 = €10.
- A €200 coat (over €150): normal EU duty and import VAT, plus €2.
On a €12 item, €5 is over 40% of the price. That's why single cheap items to the EU are now hard to sell at the old price.
What to change now
- Re-price EU shipping so a single-item order covers €5, not €3.
- Push bundles of the same product. Copies of one item share one €3 and one €2.
- Keep tariff codes consistent so identical products are grouped into one item on the declaration.
- Ask your carrier or platform whether they'll charge the fee to you (DDP) or to your buyer, and whether VAT is added.

The checker now adds the €2 per product type when you tick the handling fee box. More: EU €3 duty for US sellers · for UK sellers · bundling to cut it.
