# CPSC eFiling checker and certificate builder

Since 8 July 2026, products covered by a US safety rule need their certificate data filed with US Customs at entry. There's no low-value exemption, so a single Etsy parcel counts. Missing data can mean the parcel is held.

What are you selling?

Who is it designed for?

How does it reach the US?

## Build the certificate

Fill this in from your test reports. You get the certificate to print or save as PDF, and a one-line summary your carrier or broker can paste into the invoice remarks. This doesn't replace lab testing.

Certificate type

Product name

Model or SKU

Rules it is certified to (one per line)

Filled in from the checker. Edit to match your test reports.

Importer or manufacturer certifying (name and address)

Person keeping the test records (name, email, phone, address)

Month and year made

City and country made

Date of testing

Place of testing (city, country)

CPSC-accepted third-party lab (name and address)

## What goes on a certificate

- Identification of the product
- Citation to each CPSC rule it is certified to
- The importer or US manufacturer certifying it
- Contact details for the person keeping the test records
- Date (month and year) and place (city and country) of manufacture
- Date and place of testing
- For a CPC: the CPSC-accepted third-party lab that tested it

## CPC or GCC?

| Product | Certificate | Testing |
| --- | --- | --- |
| Designed mainly for children 12 and under (toys, children's clothing and jewellery, baby products) | CPC | CPSC-accepted third-party lab |
| General-use product covered by a CPSC rule (adult clothing, rugs, mattresses, dressers, bike helmets, products with button batteries) | GCC | Test of each product or a reasonable testing program |
| No CPSC rule (most adult jewellery, candles, art prints, home decor) | None | None, and no eFiling |

## Who files?

The importer files. If you ship DDP, as Etsy now requires non-US sellers to do for US buyers, you are the importer and your carrier or postal service files the data you give them. If you ship DAP, the buyer is the importer, but they still need your certificate data. Bulk importers file through ACE or the CPSC Product Registry. Goods entered from Foreign Trade Zones join from 8 January 2027.
